Board of Assessors

The Board of Assessors' members are appointed to fixed terms, as defined by state law. The Macon-Bibb County Board of Tax Assessors is the agency charged with the responsibility of establishing the fair market value of property for ad valorem taxation purposes.

Presently, the members of the Board of Assessors are Jean Hagood, George Thomas, Jonathan Alderman, Billy Pitts, and Jim Davis.


 

Mrs. Jean Hagood was born in Macon, Georgia. She has been a resident of Bibb County for more than 60 years. She is currently serving as Chairman of the Macon-Bibb County Board of Assessors. Ms. Hagood retired from the Warner Robins Air Logistics Center in 1999. She achieved the rank of GS-15, and her final assignment at Robins Air force was Director of Environmental Management.

Mrs. Hagood is married to Kenneth D. Hagood who is retired from the Macon Police Department. Mrs. Hagood has one daughter, Kelly H. Burke, who heads the Science Department at Woodstock High School. She has two grandchildren, Adam and Katie Burke, and a son-in-law, David Burke.

Member of the Riverside United Methodist Church, served as Chairperson of the Staff/Parish Committee, served as a Church Trustee, member of the Finance Committee and President of the Woodruff Sunday School Class; served as the Chairperson of the Robins Combined Federal Campaign; President of the Bowden Ladies Golf Association and is serving on the Georgia Senior Women's Golf Association Board.


 

George Thomas was born in Orangeburg, South Carolina to the parents of Arthur and Alice Thomas. He is currently serving as Vice-Chairman of the Macon-Bibb County Board of Assessors. George is married to Loretta Thomas and has two sons, Antonio and George Jr. George graduated from Spartanburg High School as was awarded an athletic track and field scholarship to the University of South Carolina. During George's tenure at the University of South Carolina, he achieved numerous awards. George held the University of South Carolina's School records in 60, 100, and 200 meter dashes as well as the long jump. George also achieved All American status in track and field while attending the University. In 1980 George was named Athlete of the Year for the city of Spartanburg.

George graduated from the University of South Carolina in 1980 with a B.S. Degree and enrolled in the Masters Program of Rehabilitation Counseling. After graduation, George joined Combine Insurance Company, and then was employed with Rental Property Management out of Charleston South Carolina for 25 years. At Rental Property Management, George was responsible for overseeing an $800,000 annual budget and always maintained positive net income while managing a staff of employees and independent contractors.

During George's tenure at Rental Property Management, he made a positive impact in the community by implementing several programs: "Improve your Grades" School Children Program, Senior's Program and Appreciation Celebration, coordinated Summer Programs and After School Programs, and coordinated Eye Screening for the Uninsured and partnered with business to assist the underprivileged.

George currently owns GLS Properties, which was established in 2001. GLS Properties rents, buys, and sells properties. Additional services include, home improvement, roofing, landscaping, and more throughout Georgia.

George has always enjoyed mentoring children. He coached little league football and baseball at Central City and Vine Ingle with a baseball title in 2002.

George's affiliations include: Carolina Alumni Association, University of South Carolina Letterman Club, National Assisted Housing Management Association, NAHMA, Southeastern Affordable Housing Management Association, SAHMA, Member of Georgia Association of Assessing Officers, and International Association of Assessing Officers.


 

Mr. Alderman was born in 1961 in Evansville, Indiana, and raised in Cochran, Georgia. He received an Associate of Science degree at Middle Georgia College in 1981 and a Bachelor of Arts in Political Science, summa cum laude, at the University of Georgia in 1983, where he was inducted into Phi Beta Kappa. He earned his Juris Doctor, cum laude, at the University of Georgia in 1986. He has been a member of the State Bar of Georgia and the Macon Bar since 1986.

Mr. Alderman's areas of practice include estate planning, preparation of wills, trusts, contracts, and prenuptial agreements, real estate transactions, adoptions, incorporations, small business advice, and general representation oF charitable entities. He also is experienced in litigation in the areas of personal injury, insurance defense, commercial/contract, and real estate.

Mr. Alderman is married to the former Amy Holland of Dexter, Georgia. His community activities include: Macon Rotary Club, First Choice Primary Care, Goodwill Indusries of Middle Georgia, Macon Heritage Foundation, Good Vocations, Middle Georgia Soccer Association, First Baptist Church of Christ, Museum of Arts & Sciences, and Wesley Glen Ministries.


 

Billy Pitts, received a B.A. Degree in Economics from Johnson C. Smith University in Charlotte, North Carolina. Billy is married to Alfrida Pitts with one daughter Ebony Pitts.

Billy was employed by MetLife for 22 years where he developed the leading agency in the state of Georgia. His is a member of the Million Dollar Round Table which encompasses the top 6 percent of all Sales Producers in the world and now achieved Life membership. Billy is now the owner of his own firm, The Mutual Financial Group and the Special Marketing Developer for The Principal Financial Group. He is a Princor Registered Investment Advisor. Billy is a holder of Securities Series 6, 63, and Variable Annuities Licenses. Billy is also a holder of Property and Casualty Licenses for Auto, Home, and Commercial Property.

Billy was the past President of the Macon Association of Life Underwriters. He was a member of the Riverside Optimist Club where he was chosen as Optimist of the Year. Billy is the Founder of the Macon Middle Georgia U.N.C.F. campaign. He is the recipient of the Jack R. Meadows Memorial Award for the Agent of the Year in the Macon Association of Life Underwriters. He is a Founding member as well as President of the Macon, Middle Georgia 100 Black Men. Billy is on the Board of Directors for the Central Georgia Technical College Foundation Board. He is also Chairman of the Board of Trustee for Central Georgia Technical College Foundation. He is the Chairman for the Macon Economic Development Commission. Billy is on the Board of Directors for Wachovia-Macon Wells Fargo. He is on the Executive Committee of the Macon Chamber of Commerce and was the Chairman in 2006. He is the Vice Chairman for the Education Committee, Macon Chamber of Commerce. He is on the Executive Committee of the Macon Economic Development Commission and the Macon Better Business Bureau. Billy is the Co-Chairman of the Committee for Fiscal Accountability. He is on the Citizens Advisory Board for the Medical Center of Central Georgia. He is on the Executive Committee of the Community Foundation. Billy was the recipient of the National Sales Achievement Award. He is a graduate of the National Life Underwriters Training Council. Billy is a past Board Member of the Cherry Blossom Festival as well as a past Board Member of Convention and Visitor’s Bureau. He was selected for Who’s Who in Executives and Businesses. He is the Founding Member of the Center for Racial Understanding. He is the Chairman of the Board at the Tubman Museum. Billy is the Founder and Co-Chairman of Bold Group, a group of 15 white and 15 black business owners put together with a goal of improving our local community.


 

Jim is a graduate of Lanier High School in Macon and a graduate of Georgia Southern College with a degree in Mathematics. He served as Naval Officer (Lieutenant) on the Aircraft Carrier USS America (CVA-66) during the Vietnam Conflict. He began his career in the Ad Valorem Appraisal field in 1972 with the Bibb County Tax Assessors Office and ultimately was named Chairman of The Board of Tax Assessors.

Jim served as the Director of Financial Affairs at Mercer University.

Jim was elected Bibb County Tax Commissioner in 1999 and subsequently was appointed Commissioner of The Georgia Department of Motor Vehicle Safety.

Jim has served as Chief Appraiser in Bibb, Upson, Colquitt and Monroe counties.

He is the past President of the Georgia Association of Assessing Officials and was formally an instructor for the Georgia Department of Revenue and UGA in the Assessor/Appraiser Training Program.

Jim is currently an Instructor for the Carl Vinson Institute of Government at UGA for the County Commissioner Training Program.

Jim is a Graduate of Leadership Macon and is on the Advisory Board of Leadership Macon.

Jim has served on the Board of The American Red Cross and Rivers Edge Foundation.

Jim is married with four daughters and 10 Grandchildren.

His passions are Family and Golf.
