Organization
The Purchasing Department is the central buying Agency
for Bibb County. The activities of this department include request
for supplies and services used by all County departments.
Office Hours
The Purchasing office hours is open Monday through Friday
from 8:00 a.m. to 5:00 p.m. You are invited to visit at your convenience
as an appointment is not generally necessary.
Contact Procedures
You should make this office your first point of
contact with Bibb County. We will be happy to review your products
and provide information about individual departments should it become
necessary to contact them.
Bibb County encourages vendors to send in information about their company.
Purchasing Process
Our objective is to obtain all purchases for the
County through an active and equitable competitive process. The
lowest and best bid is from the vendor who can furnish the product
or service which meets our quality standards and delivery requirements.
Open market purchases under $5000 may be made either
by telephone or informal written quotations. Purchases over $5000
are taken on sealed bid. Bid openings are public meetings and you
are invited to attend. A tabulation of the bids will be furnished
upon request at no charge.
All bids must be submitted on the bid forms provided
by the County and contain a handwritten signature in order to be
valid. Telephone and facsimile response to sealed bid solicitation
will not be considered.
Purchase Orders
All purchases require a purchase order number which
is issued by this office, The purchase order number must appear
on all correspondence including your delivery slip and invoice.
Verbal orders are not allowed unless you are given a purchase order
number at the time the order is placed. Failure to receive proper
authorization may result in the return of your product at your expense.
Taxes
We are exempt from Federal excise taxes and state
and local taxes. Exemption certificates will be furnished upon request.
Minority Vendor Participation
Bibb County actively encourages Minority vendor
participation in the bid process.
Gratuities
No official or employee of the County shall solicit,
accept, or agree to accept, directly or indirectly, from any person,
firm or corporation to whom any contract may be awarded, by rebate,
gifts or otherwise, any promise, obligation, or contract for future
awards or compensation.
Professional Affiliation
In order to keep abreast of the latest procurement
techniques and product information, the Purchasing Division maintains
an active membership in the National Institute of Governmental (NIGP).
