Winter Snow/Ice Safety Tips

Winter provides new challenges and responsibilities for both the public and the Bibb County Sheriff’s Office. Bibb Sheriff Jerry Modena is asking that drivers be well prepared for the Snow/Ice watch for Monday. Allow sufficient time to reach your destination, ensure passengers in the vehicle are securely restrained, drive defensively and make sure the vehicle is properly maintained to handle the effects of cold temperatures.

Other safety tips include:

     * Do not travel unless absolutely necessary—if you do have to make a trip, check the forecast and plan ahead with safety in mind

* Plan ahead and make sure before you head out: is your trip necessary?

*     Watch out for black ice – roads that appear clear may be treacherous. Take it slow    when approaching intersections, off-ramps, bridges, and shady areas – all are prone to black ice.

    * Always keep your gas tank at least two-thirds full to prevent the vehicle’s fuel line from freezing.

*Dress warmly for the weather—dress in layers of loose-fitting, lightweight clothing in anticipation of unexpected winter weather emergencies.

    * Make sure someone is aware of your travel route.

* Always carry an emergency car care kit that contains jumper cables, flares or reflectors, windshield washer fluid a small ice scraper, traction material, blankets, non-perishable food and a first aid kit.

    * Carry a cell phone. Always wear a safety belt.

Bibb Sheriff’s  Awarded H.E.A.T. Grant

                                                   Bibb County Sheriff’s Office

AWARDED $(92,500) H.E.A.T. GRANT for LOCAL DUI ENFORCEMENT

(ATLANTA-GA)  The State of Georgia announced today that the Bibb County Sheriff’s Office is one of only twenty-one Georgia law enforcement agencies to receive a major public safety partnership H.E.A.T. grant from the Georgia Governor's Office of Highway Safety (GOHS) in Atlanta.  H.E.A.T. stands for Highway Enforcement of Aggressive Traffic. The statewide H.E.A.T Project goal is to combat deaths and injuries from impaired driving crashes and excessive speeding by increasing the use of safety belts while educating the public about traffic safety and the dangers of DUI.

The Governor’s Office of Highway Safety coordinates sixteen Regional Traffic Enforcement Networks across the state to help enforce Georgia’s year-round speed, impaired driving, and safety belt campaigns.  The Bibb County Sheriff’s Office H.E.A.T. Unit will use the GOHS grant totaling $(92,500) to develop and implement strategies to reduce local highway crashes, injuries, and fatalities.

GOHS Director Bob Dallas said, “Agencies like Bibb County Sheriff’s Office that have received this H.E.A.T. grant are committed members of the GOHS Traffic Enforcement Network, dedicated to protecting our citizens from drunk drivers.  And that’s crucial because impaired driving-related crashes killed 331 people here in 2009, accounting for 26-percent of all fatal crashes in Georgia. Impaired driving is no accident and DUI is no victimless crime.”

The 2011 GOHS H.E.A.T. grants total $3.2-million, funding specialized traffic enforcement units in nineteen strategic high-risk counties across the state. This year H.E.A.T. grants will go to twelve police departments, eight sheriff’s offices and the Georgia Department of Public Safety.  “The H.E.A.T. Project aims to increase the impaired driver apprehension rate.  H.E.A.T. Units like ours help accomplish that goal through the systematic delivery of effective DUI and aggressive driving countermeasures and by providing a higher traffic enforcement profile in the community,” said Bibb County Sheriff Jerry Modena.

The H.E.A.T. initiative was designed to assist Georgia jurisdictions with the highest rates of traffic crashes, injuries and deaths with grants awarded throughout the state based on impaired driving and speeding data.  The 2011 GOHS H.E.A.T. grants were awarded to city police departments in Atlanta, Duluth, Dublin, Marietta, Sandy Springs, Valdosta, and Winder.. And to county police departments in Clayton, Dekalb, Dougherty, Glynn, and Henry Counties.

H.E.A.T. grants were also awarded to Sheriff’s Offices in Barrow, Bibb, Carroll, Coweta, Douglas, Forsyth, Paulding, and Walton counties and the Department of Public Safety – Georgia State Patrol Nighthawks. Some H.E.A.T. Units are large enough to be deployed as a single, self-contained enforcement team to conduct sobriety checkpoints and concentrated patrols targeting impaired drivers and speeders.

Last year H.E.A.T. Units saved thousands of motorists from harm on Georgia highways when they arrested more than seven-thousand drunk drivers.   H.E.A.T. officers also saved the lives of thousands more Georgians by writing over 14-thousand seatbelt and child safety seat tickets.

“This combined enforcement effort by police, sheriffs, and State Troopers is the kind of high visibility protection the public deserves on our highways,” said Director Dallas.  GOHS is working overtime with more than 47,000 law enforcement officers covering all 159 counties in Georgia and using initiatives like the H.E.A.T. program to improve driver awareness and save lives.

In 2009, Georgia had 1,295 fatalities related to motor vehicle crashes. Nearly a quarter of Georgia’s crash deaths involve motorists who drive at unsafe or illegal speeds.  And across the country every thirty minutes impaired drivers kill another victim.

As law enforcement partners in the Operation Zero Tolerance DUI initiatives and the Click It Or Ticket seatbelt campaign mobilizations the Bibb County Sheriff’s  H.E.A.T. Team will coordinate with GOHS during year-round waves of high visibility concentrated patrols, multi-jurisdictional road checks, and sobriety checkpoints.

H.E.A.T. Units are also deployed as part of a joint highway safety response team called Rolling THUNDER, deployed to help reduce high numbers of traffic deaths in other high-risk Georgia communities.

“Georgia’s H.E.A.T. Units and Operation Rolling THUNDER consistently save lives on our highways.  We know from experience that H.E.A.T. Teams like Bibb County Sheriff’s Office are an effective way to maximize our deterrent efforts with impaired drivers,” said Director Dallas.

For more information about the GOHS H.E.A.T. initiative contact Lt. Scarlett Woods, H.E.A.T. Coordinator, at (404) 656-6996 or swoods@gohs.ga.gov .  To learn about other GOHS lifesaving highway safety campaigns, visit us on the web at www.gahighwaysafety.org .

Counterfeit $100.00 Bills

The Bibb County Sheriff’s Office is investigating several incidents involving counterfeit $100.00 bills. Investigator Paul Edwards of the Bibb County Sheriff’s Office was notified by local banking officials that several counterfeit bills have been discovered in the night deposits from several local businesses throughout the city and county. Investigator Edwards stated that the suspect(s) are bleaching $1.00 bills and $5.00 bills and reprinting the bills into $100.00 bills. The process involves the suspect(s) replacing the old print on these bills with two different prints that look like $100.00 bills. Once the ink has been bleached off of the bill the suspect(s) print the $100.00 stamp onto the bill. The indicator pens which are used to check the bills in most of the stores show a positive color due to the fact that the bill is printed on the $1.00 bill and $5.00 bill paper.

If anyone receives a $100.00 bill please look on the look out for a 1977 series bill with the serial number of F01580515A and 2006 series bill with the serial number of HB15772130Q.

Anyone with information in reference to these counterfeit bills are urged to contact Lieutenant Paul Edwards of the Criminal Investigation Division of the Bibb County Sheriff’s Office at 1-478-621- 5641.

Some notable points in comparing 2009 to 2008 include the fact that entering autos and auto thefts were down 3% and 10% respectively. Robberies were down by 40% [Commercial robberies down by 37%; Persons Robberies down by 44%] and all other thefts were down by 22%.

Shoplifting cases rose by 99 or 44%. This increase resulted from retail establishments taking proactive measures to capture those individuals who attempted to steal from area stores.

Additional retail development and the economic downturn helped to cause commercial burglaries to rise by 40% from 2008 to 2009.

More residences and the economy contributed to a 17% rise in residential burglaries. A factor contributing to the increase in all burglaries was the prevalence of instances in which flat screen HD TV's were stolen. There were 206 reports of flat screen TV's stolen in 2009 as compared to 117 reports in 2008.

Except for homicides, persons crimes were down in unincorporated Bibb County. Aggravated assaults were down 25% and rapes were down 27%. Individuals were arrested and charged in connection with all four homicides investigated by the sheriff's office in 2009.

Sheriff Modena praised the efforts of Bibb deputies in helping to attain the lower crime rate. He said, "In spite of personnel shortages, our deputies worked tirelessly to track crime hotspots and arrest those responsible for criminal offenses in Bibb County."

He further stated, "The continued growth of neighborhood watch groups and the email update program has been essential in identifying individuals engaged in criminal activity."

Sheriff Modena points out that investigators cleared 40% of property crimes and 68% of persons crimes. These clearance rates are much higher than the national averages of 15% for property crimes and 34% for persons crimes.

In summation, Sheriff Modena said, "This lower crime rate is the result of teamwork. Patrol officers and investigators who work the cases, jail officers who hold those charged in connection with those cases and county residents informing us of criminal activity form a formidable team which helps to make our community safer."

CrimeStopper Tip Leads to Arrest for Arson and Entering Auto

Bibb Sheriff Investigators arrested 23 year old Nicolas Wade Brown of Macon after an anonymous call was given to the Macon Regional Crimestoppers.

Bibb County Sheriff Deputies and Investigators were dispatched to the Westchester Drive area around 6:30a.m., on December 29, 2009. The homeowner, Mr. Marti, heard a loud noise and rushed to the front door to find one of his vehicles on fire. He immediately woke up the family and got them out of the house and then he and a neighbor attempted to put out the fire. The Macon-Bibb Fire Department was called to extinguish the fire. No one was injured during this incident.

The fire caused heavy damage to both of Marti’s vehicles as well as the garage door and roof of the garage. Some of Marti’s work items were found in the middle of the drive way. It is believed that Brown took the items from Marti’s vehicle and then set the vehicle on fire.

A vehicle across the street from Marti’s address was also entered that night and a rifle was taken from the vehicle.

Investigators’ Chris Harrell and Jamey Jones followed up on a tip which was given to the Macon Regional Crimestoppers. The tips led investigators to the arrest of Nicolas Brown at a Barrett Avenue address, on January 1, 2010 around 7.pm. and to the recovery of the rifle which was taken during the entering auto. Nicolas Wade Brown was arrested for the charges of Entering Auto and Arson.  More charges are pending further investigation.

Anyone with further information is asked to contact Bibb County Investigator Jamey Jones at 478-621-5649 or the Macon Regional Crimestoppers at 1-877-68CRIME.
