The lone white male driver had committed an armed robbery in Emanuel County and fled the scene in a black Toyota Tundra pickup. Emanuel county authorities began pursuing the suspect and the pursuit was joined by other jurisdictions as it continued through Laurens and Twiggs Counties. Members of the Georgia State Patrol were also involved in the pursuit which reached speeds above 100 mph.

Emanuel County authorities have not positively identified the suspect. The suspect claims to be Brandon Eugene Ingram, age 34, of Alabama. Steps are being taken to verify this information. Laurens County authorities transported Ingram back to Emanuel County since authorities from that county had abandoned the pursuit when it left their jurisdiction.

Bibb Sheriff’s Deputies have ended several pursuits using Stop Sticks. The availability of this equipment saves lives, property and tax money since the criminal’s vehicle is disabled without having to risk dangerous contact with it.

Motorist Collides With Bibb Sheriff’s Patrol Vehicle

At approximately 9:25 PM on Wednesday October 1st, Bibb Sheriff’s Patrolman Lt. Chris Dunn was parked in a cordoned off area of the I-75 south construction zone north of Hartley Bridge Road with his emergency lights activated when his patrol vehicle was struck from behind by a 2003 Kia Sedona minivan. The Kia was operated by 70 year old Diana Stanton of Tennessee.

Other motorists witnessing the accident told Bibb Sheriff’s Deputies that Stanton was apparently attempting to pass several vehicles before having to merge as directed by construction barrels and lighted signs.  Instead of merging, Stanton struck several of the orange barrels, entered the marked off zone where Deputy Dunn was parked and struck Dunn’s vehicle from behind.

Ms. Stanton was transported to the Medical Center of Central Georgia where she was treated for non life threatening injuries and released Thursday morning. Lt. Chris Dunn suffered minor injuries which did not require hospitalization. No citations were issued although accident investigators noted in the report that Ms. Stanton was traveling too fast for conditions.

On January 24 of this year, a construction worker was struck and killed very near this location when 55 year old Dennis Berry of Old Town Florida drove into a cordoned off area of the construction zone. Berry remains in custody at the Bibb County Law Enforcement Complex awaiting trial for First Degree Vehicular Homicide, DUI and Driving on a Suspended License.

Sheriff Modena strongly urges all motorists to exercise extra caution in construction zones and obey traffic laws. The reduced speed limits and construction warning devices are in place for the safety of both motorists and construction workers.

SEPTEMBER 19TH, 2008

VEHICULAR HOMICIDE ARREST PRESS CONFERENCE

Bibb County Sheriff’s Dispatchers received a call from the 911 center at 4:39 AM on April 27th, 2008 reporting that 19 year old Edgar Zaldua of Warner Robins had arrived at Coliseum Medical Center with serious injuries.

Zaldua told hospital personnel that he had been in a wreck on Interstate 475 south bound between Thomaston Road and Eisenhower Parkway.  Zaldua was soon transferred to the Medical Center of Central Georgia for treatment due to the extent of his injuries.

Bibb Sheriff’s Deputy Thomas Sullivan arrived at the accident scene at 4:41 AM and discovered a red 1991 Honda Accord approximately 30 feet off the road in a wooded area and the body of 19 year old Kelly Hill of Bonaire near the vehicle. Bibb County Coroner Leon Jones declared Ms. Hill dead at the scene.

Zaldua told a Bibb Sheriff’s Deputy that Kelly Hill had been driving the vehicle. Investigators later discovered that Zaldua called a friend, Stacy Bryant of Monroe County, from the accident scene with a cell phone and that the friend picked him up on Interstate 475 and took him to the Coliseum Medical Center.  At that time it was unclear to investigators why Zaldua failed to report the accident immediately and obtain assistance for Ms. Hill.

Accident scene evidence indicated that the Honda Accord occupied by Hill and Zaldua was south bound on Interstate 475 south when the vehicle left the roadway and struck several trees on the right shoulder of the road; ejecting both occupants.

Bibb Sheriff’s Accident Investigators immediately had reason to believe that alcohol use may have been a contributing factor in the accident due to on scene evidence and statements from witnesses.

The results of an in depth investigation performed by the Bibb County Sheriff’s Office Fatal Accident Investigation Team and Bibb Sheriff’s Crime scene investigators has lead them to arrest 19 year old Edgar Zaldua for 1st Degree Vehicular Homicide.

Evidence retrieved from the vehicle and injuries sustained by Zaldua have lead investigators to the conclusion that Zaldua was in fact the driver of the vehicle; not Ms. Hill as he originally claimed.

Legal blood sample results obtained from Zaldua indicate that he was under the presence of alcohol at the time of the accident.

This is clearly a case in which dedication to duty, the availability of highly technical training and the latest investigative equipment has allowed law enforcement to speak for and pursue justice for those victims who are no longer here to speak for and defend themselves.

This is the 3rd Vehicular Homicide arrest made this week by the Fatal Accident Investigation Team. Below is a media release from September 16th which covers the two previous arrests.

This time Taylor stated that the unidentified suspect began trying to force the door open at which time she ran down the hall of the apartment. Joint Law Enforcement Effort Nets Fugitive

On the evening of Tuesday July 29th, Deputy Jeremy Johnson of the Twiggs County Sheriff’s Office performed a traffic stop reference defective equipment on Henderson Road in North Twiggs County. The driver of the vehicle, later identified as Rasheen Abdul Forney age 33, began to act suspiciously at which time Deputy Johnson attempted to handcuff him for safety.

Forney then began to physically resist Deputy Johnson by attempting to strike him several times after which Forney fled on foot into a nearby wooded area. Twiggs Deputies who checked Forney’s Twiggs County residence in a search effort found a stolen vehicle on the property that had been taken from Fort Valley, Georgia. It was soon discovered that Forney had an outstanding felony warrant from North Carolina and a driving offense warrant from the City of Fort Valley. Further investigation and tips from various sources lead Twiggs County Investigator Chip Stokes, Chief Deputy Billy Boney, Twiggs Patrol Major James McDaniel, Deputy Johnson, Deputy Tony Watson and several Bibb County Sheriff’s Patrolmen to the Jeffersonville Road area of East Bibb on the morning of Wednesday July 30th.

Coordinated efforts between Bibb and Twiggs Deputies resulted in a traffic stop of a vehicle in which Forney was a passenger. The stop was made on Joe Tamplin Blvd. near the Ocmulgee East Blvd. intersection. When the vehicle stopped, Forney jumped from the vehicle and fled into a thickly overgrown swamp area adjacent to the roadway. Deputy Brandon Grace of the Bibb County Sheriff’s Office Patrol Division and Lt. Chip Stokes of the Twiggs County Sheriff’s Office gave chase and captured Forney within minutes.

Rasheen Abdul Forney was arrested at the scene and transported to the Twiggs County Law Enforcement Center where he was booked on charges of Theft by Receiving Stolen Auto, Obstruction, Fleeing and Eluding, Simple Battery on a Peace Officer, and a defective equipment violation.

Sheriff Mitchum commented that that enforcing minor violations such as defective equipment can lead to the discovery of more significant criminal activity and that interagency teamwork pays large dividends. Sheriff Modena added that this incident was yet another example in a recent series of coordinated projects among Middle Georgia law enforcement agencies and that all citizens benefit when dangerous criminals are taken off our streets.

For further information from the Twiggs County Sheriff’s Office, contact Chief Deputy Billy Boney at 478-945-3357.

Bibb Sheriff’s Email Program Nets Arrest

A program that has been in place at the Bibb County Sheriff’s Office since 2002 again has played a crucial part in capturing a wanted suspect today. The Bibb County Sheriff’s Office Email Update program was started under Sheriff Modena as a supplement to Neighborhood Watch operations and now has nearly 1,400 members in Middle Georgia.

Adam Lloyd McCarey, age 29 of Perry, had outstanding warrants from the Bibb and Monroe County Sheriff’s Office involving 3 incidents of Fleeing and Eluding, Criminal Damage and  Driving on a Suspended License. An Email Update member sent in a tip on McCarey’s location today and within 2 hours Deputies from the Houston County Sheriff’s Office had taken McCarey into custody at a residence on Marshallville Road in Perry, Georgia.

Tips from Email Update members have been credited with the identification or capture of multiple felony suspects since its creation. Email Update membership consists of business owners and management, Neighborhood Watch members, residents of Bibb, Jones, Houston and Crawford Counties and representatives of the contiguous law enforcement agencies. On several occasions, contiguous agencies have used information collected and distributed by the program to facilitate the capture of suspects in various crimes. With this program in place, tips and descriptions of suspicious persons and vehicles can be transmitted directly to Bibb County Sheriff’s Patrol units via email. Email Update is a prime example of both interagency team work and communication between law enforcement and the community.

Sheriff Modena pointed out that Email Update is a product of its membership and that its success is a reflection of the character, dedication and determination of the citizens and law enforcement officials in Bibb County and Middle Georgia.

The semi overturned partially blocking the roadway and recovery efforts took several hours due to the offloading of cargo.

Bibb Sheriff’s Patrolmen suspect that alcohol may have been a factor in Lowery’s losing control of her vehicle. Lowery could not be transported to the Bibb County LEC due to minor injuries sustained in the accident but charges of DUI against her relating to the accident are pending. Mr. Cadezola was not injured in the accident.

The accident remains under investigation.

ATTENTION GATEN MEMBERS:

The attached Move Over Law News Release and Letter to the Editor went out to all statewide news media this evening.  Please help us help you with this officer safety problem.  Forward a copy to your local media contacts or professional publication.  Thanks for all you do to make Georgia’s highways a safer place for everyone..

Georgia’s Move Over Law:  “Slow Down.. Change Lanes.. Save Lives”

Jim Shuler, GOHS Public Affair

ATTENTION STATEWIDE NEWS EDITORS:  We have an urgent mission.  The preliminary figures from the National Law Enforcement Officers Memorial Fund (NLEOMF) show a sharp rise in law enforcement fatalities in 2007.. We think most news desks don’t realize an officer is being killed on average every day in America.. It’s due in part to a record number of fatal traffic incidents that lead overall to one of the deadliest years for law enforcement officers in more than a decade.

Nationwide, 81 officers were killed in those traffic-related incidents.. That’s the highest figure ever recorded for this category.  Across the country, sixty officers died in car crashes, six died in motorcycle crashes, and fifteen were hit by cars in 2007

Which brings us to Georgia’s MOVE OVER LAW:  You’ve heard of it.. It’s the law that requires motorists to Move Over one lane when they see an emergency vehicle of any kind working on the side of the road with its emergency lights flashing.  It’s common sense and it saves the lives of motorists and first responders alike.

The problem is, a recent survey by Mason Dixon Polling & Research shows 71% of Americans never heard of any Move Over Law.  And although you’ve helped us spread the word before, we’re asking you to increase your efforts to raise awareness about this lifesaving statute in Georgia

Because chances are, officers’ lives have been saved or lost where you live, depending on drivers’ familiarity with the Move Over Law.  We know the public supports this law once they know about it, because the survey shows 86% of Americans support enacting Move Over laws in all 50 states.. And 90% acknowledge traffic stops and roadside emergencies are dangerous for law enforcement and first responders.

We need your help now.  Please see the Move Over Law News Release attached with the updated fatality figures for 2007.  Contact your local law enforcement agency to ask how the threat of Move Over crashes has affected their officer safety.  Email us if you need assistance setting up your future stories.  We may have helpful contacts

I have also included a Letter to the Editor version from GOHS Director Bob Dallas in a long and short form for print media public comment sections.  Thanks for all you do in partnership with our lifesaving mission!

An internal affairs investigation ordered by Bibb County Sheriff Jerry Modena resulted in reprimands for five deputies. The deputies involved were assigned to the Bibb Sheriff’s Corrections Division at the time of the infractions.

The results of the investigation indicate that Sergeant Charlease Barkley claimed overtime for hours she did not work and improperly documented other overtime hours.  Sergeant Barkley also violated policy and procedure by processing inmate grievances; a task specifically designated to Jail Captains.

Members of the Corrections Division Command Staff were also reprimanded by Sheriff Modena for allowing a subordinate (Sergeant Barkley) to violate jail Policy and Procedure and failure to give good and clear directions to subordinate personnel.

Major Mickey Pearce received loss of division command and immediate reassignment, loss of merit raise, one year of intensive supervision and loss of county vehicle and driving privileges.

Captain Don Waller received loss of seven months incentive pay, twelve months probation and loss promotion eligibility during that period, loss of county vehicle driving privileges and a letter of reprimand.

Senior Lieutenant Billy Boatwright received loss of three months incentive pay, one year of probation and loss of promotion eligibility during that period, reassignment and a letter of reprimand.

The investigation into these allegations remains open as Sheriff Modena has asked the Georgia Bureau of Investigation to review the case and determine whether any criminal intent was present in the violations.
